Don't display Aadhaar number publicly, says UIDAI after Trai chief's dare

Don't display Aadhaar number publicly, says UIDAI after Trai chief's dare : The Authority reiterated the Aadhaar number should be shared only if there was a need to do so for establishing identity and for legitimate transactions... Playing with identity This refers to the reports on public display of Aadhaar number and Assam NRC list (Business Standard, August 1). Whatever be the intentions of authorities, officials and media participating in this debate, the report on Aadhaar number can mislead the public about the safety aspects of their own identity document, namely Aadhaar card. The report on Assam NRC list is more confusing and authorities need to be more merciful while handling sensitive issues like citizenship. A quick clarification on the following aspects may help: Safe handling of documents like Aadhaar Card, PAN Card and ATM Card which have security features and sensitive information ingrained in them has to be the responsibility of the owner of such docu

WARRIER''S BIWEEKLY REVIEW:: PEOPLE'S CONFIDENCE

Warrier’s Biweekly Review, July 29, 2018 I People’s confidence After some aborted attempts, the opposition in Lok Sabha could muster the numbers needed for moving a ‘No Confidence Motion’ which was debated in the Parliament for more than 13 hours on July 20, 2018. TDP joined one of the national parties the party saw as a co-accused in its criticism for voicing dissatisfaction about NDA government’s performance and moving the no-confidence motion. Telugu Desam Party MP Jayadev Galla who moved the motion and alleged that “both the national parties have crippled Andhra” couldn’t justify this. The public inference is that in the game of politics, numbers matter and the majority decides rights and wrongs. Despite all these, Shri Galla’s speech in parliament made sense. But, the inadequacy of opposition’s homework came to the fore when their representative was given a chance to respond to Prime Minister Narendra Modi’s point by point reply to the allegations made by those who mov

Reserve Bank of India examines feasibility of policy on dividend to govt

Reserve Bank of India examines feasibility of policy on dividend to govt : Centre believes there will be green signal for amending the law to enable the policy.. M G Warrier responds:                               July 23, 2018 RBI's dividend policy This refers to Arup Roychoudhury’s report “RBI examines feasibility of policy on dividend to govt” (Business Standard, July 23). Section 47 of the Reserve Bank of India Act, 1934 dealing with RBI’s surplus income reads as under: “ [47. Allocation of surplus profits. After making provision for bad and doubtful debts, depreciation in assets, contributions to staff and superannuation funds 2[and for all other matters for which provision is to be made by or under this Act or which] are usually provided for by bankers, the balance of the profits shall be paid to the Central Government.]” It is intriguing that a dividend policy for RBI, independent of the above provision requiring a fresh amendment to RBI Act is now being negotiated between

Public Investment: Interesting comparisons

Interesting comparison This refers to Krishna Kant’s story “Large exposure to PSUs hurts LIC’s returns” (BusinessStandard, July 19). One wishes, all stakeholders join-in and debate the resources management by GOI, state governments, PSUs, Banks, both in public and private sectors and other organizations which source public savings for their funding/business needs. It would be fallacious to compare every investment with the equity investment in ‘Sensex’ shares. But there is a case for a reasonable positive return on investment of funds raised from the public, for the absence of which, there may be diverse reasons. The absence of functional freedom to work within the contours of mandated responsibilities stands in the way of professional funds management by statutory bodies and PSUs including PSBs. For historical reasons, despite talk about non-interference in the internal affairs of statutory bodies and PSUs, GOI has retained ‘ownership rights’ over these institutions and ensu

Hopefully, other regulatory approvals necessary, for the LIC-IDBI Bank marriage to consummate, will not get delayed. Any delay will give room for hairsplitting analyses by media and legal experts about the pros and cons, sans any practical solution to the underlying problems surfacing. Public memory may be short, but there is the live example of Air India which has got admitted into the Multi-Specialty ICU of privatization lobby, with no hope of an easy exit route.  Though comparing Air India and IDBI Bank is risky, both have their common public sector tag. Air India too should have been allowed to revamp and remain within the public sector as the service the carrier has been providing will h

At a time when such balanced analyses of issues branded as ‘politically controversial’ have become a rarity, The Hindu may kindly take the debate forward by inviting contributions from more thought leaders. Several temporary arrangements made immediately after independence which were of a first-aid nature, remained unattended till the end of last century and got permanency of sorts by the passage of time. The absence of opposition or presence of nominal opposition in the legislatures during the two decades that followed independence affected the growth of democratic institutions in our country. The immediate media response to the Mehta Panel report on NPAs resolution is comforting. Last three years have been stressful for banks, government and the banking regulator. Not only because the efforts to cleanse the financial system from various chronic ills resulted in several weaknesses of the system surfacing or the rising demands on budgetary allocations to support ailing banks. The period also brought to light deficiencies and vulnerabilities in the management of institutions across public and private sectors. Why this Blog? A friend hinted during a telephone conversation that sometimes my messages get repeated in group emails, Facebook and here. He's right. There are some friends who get mails from me and also visit my Facebook page and/or Blog. But there are a good number of friends/viewers who visit Facebook/Blog but are not members of Exrbites Group where I share mails. I visit/post at my Blog almost everyday and share the posts at Facebook which I myself visit rarely. I get a rough idea of the number of people who visit my blog daily from statistics I access. As of now daily pageviews range from 100 to 200 plus and every post is seen by about 30 or 40 viewers. The highest pageviews I received was for an article on RBI Pension Revision : some 1300 plus This Blog is almost 9 years old and has about 4000 posts. Planning to reorganize. M G Warrier

A bad idea kept in ventilator

A bad idea kept alive This refers to the story “‘Can ARCs ease banks’ burden?” (Big story, The Hindu Business Line, July 2) by Radhika Merwin. Bureaucracy has its own ways of getting things done in its way and this is the latest example. The report is indicative of how vested interests keep certain ideas floating until they could be pushed through. As stated the idea of ‘Bad bank’ was mooted in Economic Survey 2016-17, then called ‘Public Assets Rehabilitation Agency’ (PARA). All the reasons for not going ahead with institutionalizing bad assets remain valid today except that the idea now gets support from badly managed banks facing the threat of merger which expects to get another lease of life by transferring a portion of stressed assets to the new entity. In India, fortunately, big public sector banks which have the major portion of NPAs are big enough to professionally manage their own affairs, if functional parity in management and conduct of business is allowed which th
