On the face of it, this may look like an extra-cautious government trying to make its processes defect-free at a time when the Anna-effect is haunting it. But a government which was hesitant, intolerant, doubting and critical (not necessarily in that order) while handling ‘outside' participation in drafting the Lokpal Bill is unlikely to have become wiser suddenly.
