"President’s decision on mercy plea beyond review" - The Hindu

It was not the President's decision which was reviewed. It was the delay on the part of government in enabling the President to take decision which brought about the situation. Without contesting the legalities involved, one is tempted to observe that, of late, the legislature and executive are interpreting law to suit administrative expediency. When it suits, executive orders precede enabling legislation(as in the case of implementation of NPS). Legislative power and government's ownership rights are being used indiscriminately, these days. Another example is a recent Defence Ministry decision to allow lower level offices to go in appeal up to Apex Court without seeking administrative sanction from next higher authority as was the practice earlier. Faith of common man and the men in uniform in equality before law and rule of law in letter and spirit, once shaken, will create imbalances setting right which will be a tough task.
