Though the immediate provocation for the Ministry of Home Affairs advice to State governments could be the hate speeches by communal leaders, there is a long felt need to persuade political leaders (including those holding positions in government) and media (both print and electronic) to accept some self-imposed discipline while responding in public on sensitive issues.

This is not an issue the Centre should side-track by pointing out that ‘Law and order is a state subject’ or by allowing the blame game of accusing the ‘other side’ of worse behavior on earlier occasions to go on.

The happenings in Kerala in recent years and the way in which the state government, the political parties, media and the people of Kerala approached them giving more importance for only their histrionic content should be a case study of sorts for formulating appropriate guidelines for self-discipline and restraints needed in pubic intercourse.
