This approach oversimplifies the issue. It is high time, India had a
professional and scientific system in place for top level appointments
including those of heads of statutory bodies and members of boards of
governance of regulatory organisations and PSUs. The whole ‘appointment
apparatus’ is in disrepair. The recent LS revelation(in answer to a PQ)
that there are more than 20 per cent of IAS posts vacant(out of 6200)
and about six lakh vacant positions in Central Govt Departments is
disturbing. To top it, an MOF circular had this to say: “Posts that have
remained vacant for more than a yearare not to be revived except under
very rare and unavoidable circumstances and after seeking clearance of
Department of Expenditure”
Perhaps, this is also part of the effort to reduce ‘deficit’!
