 An excellent analysis. If judiciary or for that matter any other quasi-judicial or regulatory organisations(like Reserve bank of India, Election Commission or the comptroller and Auditor General) have to feel autonomy and function without fear within the respective legal mandates, professionalism, financial independence and insulation from political interference need to be ensured at all levels in the organisations. Top level appointments play a significant role in making this possible. Recently, to a question from an interviewer to elicit his views on a statement concerning the organisation he was heading by the Finance Minister, head of a statutory body responded thus: “How can I have a different view? He is my FM”
