My VIEW:

The article read with Hariharan's comment makes sense. Since days of LPG(Liberalisation-Privatisation-Globalisation) initiative, circa 1991, our policy makers have been trying to cut and paste 'business models' tried in developed countries which had no relevance in the present Indian context. Hopefully, the new regime has understood the folly and is trying to adapt, decentralise and plan taking into account the need for matching available resources with nation's priorities.
