Apropos “Infy Starts Hunt for CEO
”(ET, Apr 12), the search for talent for the right person for the top job at
the grand old industrial house Tatas and now in young Infosys shows there is no
substitute for experience.
Government has also been subjected
to unhappy situations in top appointments in the public sector and in the
government itself. It’s time to appoint a high-level commission that should
have professional representation from government, regulatory bodies, judiciary,
CAG, management institutes and the UPSC, among others, to make recommendations
on recruitment for positions above a certain level in government and public
sector.

High level appointments
This refers to the report
“Infosys Kickstarts Search for First Non-founder CEO ”(April 12). The
‘competetion’ infusing which into the system was one of the objectives of
privatisation as part of economic reforms has come full circle in the Indian
context. Search for talent for top level appointments even in family or
industrial group controlled private sector establishments too is getting
tougher and tougher. The recent experiences in the grand old industrial house
Tatas and now in young Infosys respectively show that experience counts and
there is no substitute for experience.
Government has also been
subjected to certain unhappy situations in relation to top level appointments
in public sector and within the government as well, and should think of some
damage control in HR area. Of late, several questions relating to suitability,
tenure and methods of selection are being raised in public about high level
appointments in government and public sector including statutory bodies like
RBI, SEBI and PFRDA.
Time is opportune to appoint a
High Level Commission(HLC) which should have professional representation from
government, regulatory bodies, judiciary, CAG’s Office, management institutes
like IIM and the Union Public Service Commission among others, to study and
make recommendations on all aspects of procedure for recruitment/selection of candidates
for various positions above a certain level in government and public sector and
to suggest transparent norms for their career progression.
