The ultimate solution may not be going back to the pre-2004 government pension system or going ahead with the hurriedly introduced NPS, but something in between. Rajasthan chief minister Ashok Gehlot’s February 23, 2022 announcement restoring the old pension scheme for government employees appointed on or after January 1, 2004 benefiting more than 3 lakh such employees have, according to some observers, opened a Pandora’s Box. The old pension scheme was done away with by the Atal Bihari Vajpayee government through an executive order in December 2003, replacing it with a new pension system for central government employees (other than defence personnel) joining service from January 1, 2004. The Gehlot-government’s announcement not only created a buzz in other states but also became a subject of discussion across the country, especially in states where elections were either underway or due shortly. Minus the political implications of Rajasthan government’s above decision, this article tries to look at the sequence of events and their implications on the Indian Pension System, without attempting to fix the responsibility for the present chaotic situation affecting a large number of government employees/retirees other than defence personnel. C Media Response March 16, 2022 Modernise accounting systems This refers to your editorial "Pragmatic decision" (The Hindu Business Line, March 16). The suggestion that lot more need to be done towards professionalisation of accounting systems in EPFO has not come a day earlier. Going a step forward, one would venture to assert that the suggestion is equally applicable to all government and bank accounts. The mention that EPFO has on its books 22 crore accounts against 6.4 crore live members making regular contributions is shocking. Though EPFO has introduced portability of accounts, it doesn't work unless each member keeps a vigil and ensures that her Provident Fund balances with the previous employer moves with her to the new employer's books. Coming to interest rates, no one talks openly about the existence of a captive catchment area for G-Secs. Some modalities will have to be found sooner than later to improve marketability of government bonds in retail market. Compulsions on institutional investors to make up for the shortfall in sales of G-Secs should be gradually eased. RBI and GOI should take the responsibility to offer some investment avenues for pension, insurance and PF accumulations which will give positive returns to the ultimate subscribers. In AG's Office Thiruvananthapuram, during 1960's, we had an Accounts Officer Shri Thrivikraman Pillai who was a voracious reader. Once, when he returned after a month's 'vacation' he was asked by a close friend : "During the one month, you would have read many good books. Anyone, you would suggest for me?" Pillai : "I read latest edition of 'Concise Oxford Dictionary' from cover to cover and took some notes, adding some elucidations which I thought will be useful for children. I'm copying my notes and I will share the final copy of my notes with you. It would be some 1000 pages in manuscript." The later part of the conversation was not shared with me by Pillai's friend! Remembered this, as I spent a few hours yesterday with the copies of Sanskrit-English (1899) and English-Sanskrit (1851) Dictionaries by Monier Williams after referring them to find out the meaning of the word "Corruption" in the 19th Century.
