The course of events in Ukraine has dashed their hopes and dreams. But by acting quickly to rehabilitate them, the Government of India and States can create a precedent and ‘resolution template’ if there are similar and unfortunate situations in the future. There should be a high powered expert group in place, with representation from the Government of India, States and educational institutions, to coordinate admissions for these students in domestic institutions, commensurate with their qualifications and academic record so far. Governments and corporates may have to subsidise costs on a need-based basis. Educational institutions may have to be permitted to create additional seats on a supernumerary basis, for once. One has to concede that year by year India's budget documents are becoming more transparent and efforts to conceal uncomfortable reality slowly tapers off. This interaction was more about markets and industry and concerns arising from the Russian invasion of Ukraine. It's too early to analyse the Russian gamble and it's implications for world economy. Still, the Finance Minister will, in the normal course, have a relook and perhaps, change priorities for the short term, to accommodate costs on rehabilitation of Indians returning from abroad and overhauling the country's preparedness to meet any eventuality arising from the Russian adventure and the apparent sterility of nations which could have taken positions to reduce large scale loss of lives and resources.
