Who owns an idea - Is stealing an idea a crime?

The question is tricky. 
This morning I had written in a mail to a friend that "only Right to Information is under threat...No one can take away your Right to Think"
What happens, if I think about a story, develop it in my mind, discuss it with friends and before I publish it, someone else announces a movie based on the story link I have been discussing? They had to seek refuge in the hermitage of sage Saraba.The sage was a true devotee of Lord Shiva.He used to pray Shiva with melodious songs.
