The story I believe is only to show the valour of Arjuna - who dares even his divine "father" Indra.
As always, once the purpose is served, the arrow shield would have been withdrawn. We have a story of Hanuman breaking the arrow cage  created by Arjuna, when there was duel between the two! One of the names of Hanuman therefore is Shara Panjara Bhedaka.
